Programs Unit is seeking an experienced professional to become the Emergency Communications Transformation Program (ECTP2) Network Task Order Lead, contingent upon City acceptance of successful candidate.
The Network Task Order Lead will support the multi-agency New York City City-E911 Center Emergency Communications Transformation Program (ECTP). Will work with the City and world class solution providers on systems designed to provide E911 services
to the Citizens of NYC. The position requires the candidate to interface with the customer and user communities to gather requirements, develop solutions, and integrate to customer systems.
Network Task Order Lead will report to the Manager of System and Program Manager/PMO and be responsible for oversight of defining the system requirements, develop a detailed design, and document the network using the Cisco high-availability three-level hierarchical switching design methodology for PSAC2 and interconnection to PSAC1, and a supporting system monitoring system. Lead must be familiar with multi-tiered network security requirements. Lead will manage other Network Engineers and provide and track project schedule and milestones throughout the project lifecycle, conduct meetings, as necessary with each agency and vendor personnel, prepare weekly status reports, identify risks and recommend mitigation strategies, prepare and present, as necessary reports, schedules, presentations to executive level personnel within the organization and agencies. Provide support to component project leads such as logging and recording, CAD, Radio, telephony and facility personnel. Coordinate the development of a requirements matrix in the areas of facilities needs such as rack and floor space, power, HVAC, cabling and wiring, network connectivity, network capacity and security and console layout space allocations. Responsible for tracking and reporting status of the Task Order schedule, including implementation, testing, training , facilities requirements, risks and deliverables to the Project Management Office(PMO).
This position is based in New York City.

The following qualifications are required:
15 years of experience designing large scale communications networks and managing technical resource.
-Strong analytical as well as verbal and written communications skills
-Practical working knowledge of programmatic skills, including scheduling and cost
Ability to Manage Highly Skilled Technical Staff
- Solid understanding of public safety concepts of operations
- Practical working understanding of resource scheduling, and cost management
Bachelors degree in IT/ computer
Science, Electrical Engineering, or related disciplines (additional years of experience may be considered in lieu of degree requirements.)
-Previous experience in designing high availability networks for public safety organizations.
-Practical working knowledge of Public Safety voice/data network design.
